CP First Responder
Internal Competent Persons (MGPS) are trained Estates Department staff responsible for carrying out defined duties on medical gas pipeline systems. Their role includes routine plant and manifold checks, cylinder changes, and completing authorised work under the permit‑to‑work system in line with HTM 02‑01. They also repair terminal unit second‑fix components, replace AVSU windows, and perform the required engineering tests for all work undertaken, reporting results to the Authorised Person (MGPS). Accurate records of their training and competence must be maintained.​

The day is designed to be highly practical, with a focus on real-world situations that First Responders are most likely to encounter.

Course Content

HTM 02-01: purpose, scope, and local governance requirements
-
MGPS overview: services provided, system boundaries, and clinical interfaces
-
MGPS plant and system theory: sources, plant equipment, distribution, valves, alarms, and terminal units
-
Medical gases identification and safety: identification conventions, connection compatibility, key hazards, and safe working controls
-
Permit-to-work and permissions: PTW structure and application, RAMS integration, “Do not use” controls, and safe handback
-
System interruption management: isolation strategy, stakeholder communication, and contingency planning
-
Routine inspections and checks: daily/weekly plant and system checks, logging, escalation triggers, and defect reporting
-
Post-work verification: testing requirements following TU repair/replacement, acceptance criteria, and documentation/sign-off

Monitoring response and basic fault-finding: interpreting routine indications/alarms, first-line checks within role limits, and escalation routes

Emergency procedures: loss of supply, suspected wrong gas, major alarms, isolation boundaries, communications, and incident reporting

Practical: complete PTW and RAMS for a terminal unit repair scenario

Practical: terminal unit 2nd-fix repair and replacement (controlled removal/refit)

Practical: specify and perform TU verification testing (identity, integrity, functional checks, records)

Practical: plantroom/source equipment checks exercise (walkdown, readings, abnormality identification, escalation)

Practical: setup and verification of backfeed kits (authorisation, safe connection, monitoring, restoration)

Interactive exercises and scenario analysis ensure delegates practice decision-making and actions appropriate to common MGPS fault situations.

Assessment & Certification
To confirm understanding and suitability for the First Responder role, delegates complete a short assessment at the end of the course.

Upon completion, delegates receive a Competent Person (MGPS) First Responder Certificate, demonstrating they have the skills needed to manage first response situations safely and in line with organisational and regulatory expectations.
