Authorised Person Low Hazard
HTM02-01:2026
The Low Hazard Authorised Person (MGPS) supports the safe day-to-day management of the Medical Gas Pipeline System where a full-time Authorised Person arrangement may not be practical, such as at smaller or non-acute healthcare facilities.
The role is limited to low-hazard activities and may include issuing low-hazard permits-to-work, granting permission and access for appropriate work, supervising routine work by Competent Persons (MGPS), reporting faults and responding to alarms and emergencies. The Low Hazard Authorised Person also supports system interruption and contingency arrangements, manages MGPS keys and labelling, controls test and emergency supply equipment and oversees the safe use of plant, manifolds, cylinders and backfeed arrangements where required.
The role does not permit high-hazard works or works requiring pipeline isolation. Low-hazard permits issued by the Low Hazard Authorised Person should be reviewed and countersigned by the Authorised Person (MGPS) at the earliest opportunity, in accordance with HTM 02-01:2026
